Background
Established in 2003, the AIDS and Rights Alliance for Southern Africa (ARASA) is a regional partnership of over 100 non-governmental organisations working together to promote a human rights-based response to HIV and TB in 18 countries in Southern and East Africa through capacity strengthening, advocacy and research and learning. The Regional Office of ARASA is located in Windhoek, Namibia. Organisational Profile ARASA has a new strategy (2023-2028) which is the road map for its Increased Capacity, Coordination, and Accountability for Equality, #ICCA4EQUALITY work. ARASA envisions a healthy and just Southern and East Africa where Every Body Counts. The mission is to be a leading convener, space creator, advocate, and contributor for the establishment of a socio-political and regulatory frameworks that contribute towards reduced HIV and TB infections, SRHR and equality. IT Officer Role

ARASA seeks to recruit a competent, committed and dynamic individual to assume the role of an IT Officer. This position is based in Namibia; hence the incumbent should have the right to work in Namibia. The IT Officer is responsible for the overall establishment and implementation of ARASA Information & Communication Technology systems and procedures. S/He will assist with the day-to-day management of IT functions, ensuring the proper functioning of LAN, Server, Email system, and internet connectivity. S/He will provide timely end-user computer support, ensure that hardware, and software resources are available, and that there is compliance with ARASA’s IT policy, rules, and procedures.

The IT Officer will be expected to:
• Contribute to ARASA’s vision and strategic direction through Information Technologies.
• Create a vision for IT within ARASA, communicate it to employees and partners and
leading and motivating the team to achieve the vision.
• Develop an IT strategy which identifies the future direction of the use of technology within
ARASA to drive efficiencies and improve program delivery.
• Manage various IT risk processes

RESPONSIBILITIES

INFORMATION TECHNOLOGY MANAGEMENT
• Ensuring development, implementation and maintenance of ARASA’s IT policy.
• Ensuring that all services, infrastructure and tools required to implement effective operations activities are identified, acquired and maintained.
• Providing overall management to the Information Technology to ensure that optimal support is provided to ARASA.
• Preparing ICT capacity plan aligned to ARASA’s strategic direction, policy and priorities as an integral part of ARASA’s Strategic Plan.
• Ensuring delivery of ARASA’s Strategy through innovative and effective deployment of organisational assets, processes and activities in Information Technology.
• Ensuring that Information Technology related risks are maintained at acceptable level.
• Ensuring Information Technology is managed in a holistic and integrated manner resulting in consistent execution across the organisation.
• Creating a common language and effective collaboration between Information Technology and programs for the effective delivery of ICT services.

INFORMATION TECHNOLOGY SECURITY
• Creating, managing and providing oversight for the implementation of an ICT security strategy and developing a plan that minimizes the risk of data loss and breach of privacy of ARASA’s information.
• Managing and configuring physical security, disaster recovery and data backup systems.
• Providing information security awareness training to ARASA staff.
• Overseeing information security audits and evaluating organisational budget and costs associated with technological security training.
• Assessing current technology architecture for vulnerabilities, weaknesses and for possible upgrades or improvement.
• Overseeing the implementation of Data Protection Strategies and classification within ARASA and its partners.
• Implementing and overseeing technological upgrades, improvements and major changes to the information security environment.
• Communicating information security goals and new programs effectively with all ARASA departments.

INFORMATION TECHNOLOGY COMPLIANCE AND OVERSIGHT
• Ensuring that all principles, policies and frameworks governing operations as directed are effectively implemented. Special emphasis to be applied to Safeguarding Policy, Code of Conduct, Fraud and Corruption and Conflict of Interest Policy.
• Ensuring that all external legal, regulatory and contractual compliance requirements related to Information Technology and the organisation are always adhered to.
• Designing and implementing an effective process capability and maturity assessment frameworks to identify strengths, weaknesses and risk related to processes in InformationTechnology and thereby identifying continual improvement opportunities.
• Designing and implementing a reporting process that provides quality information related to effectiveness, efficiency, integrity, compliance and reliability in relation to Information Technology. This will help to assess the performance of Information Technology.
• Ensuring systems and processes are in place to identify and manage risks and ensuring that risks are adequately identified, assessed, mitigated and reported on.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE Desirable
• A degree in Information Technology or related discipline
• 5 years relevant working experience
• Leadership and team building.
• Technical skills in IT infrastructure and application BEHAVIOURS (Values in Practice) Accountability:
